Successful graduates of Jubilee’s Reentry Transitional Housing Program, or other specified programs for returning citizens, are eligible for the Reentry Supportive Housing Program. This is a long-term housing program for formerly incarcerated men and women who are making an ongoing commitment to their well-being and want a structured and mutually supportive environment to support their goals.
Participants live in a Jubilee Housing residential building. Program expectations and requirements are in place to maintain a constructive environment for residents who are investing in themselves and others. Residents must be committed to sobriety, a healthy lifestyle, employment to the highest degree possible or acquiring appropriate entitlement benefits, and sound financial management. As a guideline, an almost equal number of men and women reside in units.
General Eligibility Requirements
- History of Criminal Justice System involvement
- Minimum 1-year of sobriety
- Compliant with medication(s) prescribed, if applicable
- Compliant with all legal obligations
- Must be employed or willing to seek employment, if employable
- Must be willing to adhere to lease guidelines and meeting attendance requirements
- Must be 18 years of age or older
- Income requirements: 30% Family Median Income
Program Requirements
1. 30-Day Evaluation
Residents receive an initial 30-day evaluation to review compliance with housing/program rules. Residents are guests of the property for the first 30 days, neither owing rent for the month, nor establishing tenant rights. Once the guest period is established, Residents sign the FLOC Amendment, and complete a Goals Agreement with the Case Manager to be reviewed periodically.
2. Community Meetings
Attend monthly Community Meetings (4th Wednesday of every month) from 5:30-7:00 p.m.
3. Drug & Alcohol Testing
Residents agree to submit to unannounced urinalysis and/or alcohol screens for the purpose of drug/alcohol testing, at the discretion of program staff. A positive test is conclusive of being under the influence of drugs or alcohol. Refusal to cooperate with random testing will be interpreted as a positive test result and may result in expulsion from the program.
Residents who test positive for illegal substances will be provided a referral to enter and complete a treatment modality as deemed appropriate by the Clinician. Should a resident fail to complete treatment as specified, a program/lease termination recommendation will be submitted to Property Management.
For 2nd infractions regarding substance abuse, residents will be referred for program/lease termination.
4. Volunteer with Reentry Community
Volunteer once per month at an event or activity of the Men’s or Women’s House, for a minimum of one hour or occasion. The sessions will be assigned/worked out with Reentry Staff.
5. Case Management Meetings
Participate in mandatory 1-1 meetings with the Case Manager at least once per month as scheduled by the Case Manager or as requested by the resident.
6. If Applicable: Substance Use Recovery Support
For residents with a documented substance use disorder or a mental health diagnosis, the resident will participate in one mandatory check-in per month with the Recovery Specialist.
Residents with substance use history should be actively communicating/meeting with a sponsor.
Residents are required to participate in community NA/AA groups if abstinent of drug use for 2-years or less.
