The Reentry Transitional Housing Program (RTHP) is a one-year program that supports residents as they gain employment; continue recovery from substance use, mental illness, trauma, or similar challenges; build savings to obtain permanent, stable housing following program completion; and obtain healthy, safe, affordable housing options that facilitate ongoing health and well-being.
DC’s returning citizens need time to adapt to a changed city, work on their mental health and substance use recovery, gain work experience, build a support system, and plan for long-term, safe, supportive and sustainable housing. This is what Jubilee’s transitional housing program offers.
Housing
Housing is critical for a successful transition back to the community, and providing secure, healthy housing is the cornerstone of Jubilee’s Reentry Transitional Housing Program. We celebrate our residents’ return home and provide a living environment which supports the growth and restoration needed to achieve their goals.
Two transitional homes, a Men’s House and a Women’s House, each host up to ten individuals at a time. The program welcomes individuals who are gender nonconforming, providing residents with a choice in where they would like to live.
Each house includes a shared kitchen, dining room, living room, and laundry room.
Case Management
Residents meet weekly or as needed for case management to ensure adherence with goal agreements. From a strengths-based perspective, case management supports each resident to accomplish personal goals and program objectives: employment, sobriety/recovery, savings, and housing after graduation.
Case management staff also support residents in preparing for the transition to independent living and stability. The types of long-term housing considered include subsidized affordable housing within Jubilee or another provider; independent, market rate housing; living with friends and/or family; intentional community living around a key area of interest, such as Oxford House; and residential treatment programs.
Financial Empowerment
The program helps residents learn healthy resource management, budgeting, and saving. The goal is to help residents regain the skills they need to transition to stable, long-term housing — whether within the Jubilee Housing community or beyond.
Employment
Case Managers support residents in seeking employment, either full-time or part-time. Jubilee Jobs, the leading job placement agency in the city, has committed to providing placement services for RTHP residents. Jubilee Jobs places more than 800 jobless and/or underemployed people in entry-level jobs each year, including 400 ex-offenders. Jubilee Jobs has an office within walking distance from each of the RTHP properties.
Recovery Support
The Recovery Services Coordinator assists residents with maintaining sobriety and living a substance-free life, as well as addressing mental illness, trauma, and maladaptive or anti-social decision patterns. Service includes rigorous individualized systems to promote and track progress.
General Eligibility Requirements
- History of Criminal Justice System involvement — Precedence given to those incarcerated within the past year.
- Minimum 30-days of sobriety.
- Compliant with medication(s) prescribed, if applicable.
- Compliant with all legal obligations.
- Must be willing to seek employment, if employable.
- Must be willing to adhere to house rules and meeting attendance.
- Must be 18 years of age or older.
The Referral Process
1. Screening Form
Complete the screening form below. If you prefer, you can also download and complete the pdf version of the form and email it to reentryintake@jubileehousing.org.
2. Intake Interview
Upon receipt of the screening form, Reentry staff will contact the applicant within 5-10 business days to schedule an intake interview and provide an update on availability.
Interviews for the program are held at the Reentry office. For those currently detained, a telephone, virtual or in-person interview may be conducted.
3. Final Documentation
If deemed eligible, the following must be submitted 7-days prior to admission:
- Negative COVID-19 test results and proof of vaccination
- TB test (within 1-year)
- DC issued Identification or CSOSA Face Sheet/BOP or DOC ID (if coming from BOP/DC jail/CTF)
- Mental Health Assessment (if applicable)
- List of current medications (if applicable)

Partners
RTHP is selective with partners, ensuring close programmatic alignment and collaborations that contribute to the success of our residents. Below are just a few.
Department of Corrections – RTHP staff works consistently with DOC case managers and social workers to ensure awareness of RTHP bed availability, criteria for eligibility, and any program changes.
Bureau of Prisons – RTHP staff physically visits BOP facilities on a quarterly basis and maintains contact regularly to ensure they remain abreast of vacancies, applicant status, screening appointments, etc.
CSOSA – RTHP values its partnership with CSOSA to address common challenges facing returning citizens, including obtaining vocational training, employment, housing, and social and behavioral support services.
Ready Center – The Ready Center assists residents of the RTHP with obtaining documentation and benefits needed for successful transition into the community. These include items such as a photo ID and assistance with enrollment in state and federal benefit programs.
